Child-Resistant Blister Package Testing Services

Blister packaging is widely used across the pharmaceutical, medical, and consumer product industries to help control access to potentially hazardous products. The U.S. Consumer Product Safety Commission requires that certain products be packaged in child-resistant systems to reduce the risk of accidental pediatric exposure, while remaining reasonably accessible to adults, including older adults and individuals with limited dexterity.

Perritt Laboratories is an independent contract testing laboratory specializing in child-resistant packaging performance testing, including non-reclosable CR packaging systems. Since 1973, we have supported manufacturers by evaluating packaging against recognized regulatory standards to help demonstrate compliance, product safety, and market readiness.

CPSC Blister Package Testing

Blister packaging is commonly used for prescription and over-the-counter medications, nicotine products, batteries, and other small consumer goods that may pose a safety risk to children. For products subject to child-resistant requirements, blister packages must demonstrate effective resistance to child access while maintaining usability for the intended adult population.

We conduct formal child-resistant and senior-friendly blister package performance testing in accordance with established regulatory protocols. Our testing programs are designed to evaluate packaging performance under controlled, real-world conditions while maintaining strict procedural oversight and data integrity.

This two-part evaluation supports compliance with child-resistant requirements while helping manufacturers identify potential design improvements before market release.

Assesses resistance to opening by children within the defined regulatory age range, using standardized methodologies recognized by applicable regulations.

Evaluates accessibility for older adults to confirm that packaging remains usable without compromising child-resistant performance.

Regulatory Standards and Testing Requirements

We conducchild-resistant testing in alignment with applicable national and international standards, depending on product type and intended market. These may include:

  • Poison Prevention Packaging Act — 16 CFR Part 1700
  • ISO 8317  Child-resistant packaging requirements and testing procedures
  • Federal Insecticide, Fungicide, and Rodenticide Act — 40 CFR Part 157
  • EN 14375 and EN 8317 — European child-resistant and senior-friendly packaging standards

Our FDA-registered laboratory operates under ISO/IEC 17025 accreditation, ensuring testing programs meet established quality and technical competence requirements.

Reporting, Documentation, and Compliance Support

Upon completion of testing, we provide a comprehensive final report to demonstrate compliance with pharmaceutical blister packaging requirements or other industry-specific standards. The report includes:

  • Applicable standards and test protocols
  • Testing methodology and performance results
  • Compliance determination
  • Observations and recommendations, where appropriate

These reports are suitable for regulatory submissions, internal quality systems, supplier qualification, and packaging validation documentation. Complete records are maintained to support future inquiries or audits.
